RESCUE 122:
Social welfare systems assist individuals and families
through programs such as health care, food stamps, unemployment compensation,
housing assistance, and child care assistance. As we know from the start and
read about everyday service delivery in Pakistan is not effective as it should
be. Public sectors are not working efficiently. But despite these taboos and
daunting odds, some institutions in Pakistan have managed to provide effective
service delivery to the citizens of Pakistan.
As in many other developing countries, emergency medical
services, especially pre-hospital emergency care, have long been neglected in
Pakistan. Consequently, patients are brought to the emergency departments by relatives
or bystanders in private cars, taxis, or any other readily available mode of transportation.
Ambulances, where they exist, have barely a stretcher and arrangements for
oxygen supply. Modern emergency services are considered too costly for many
countries. A model of pre-hospital emergency services called Rescue 1122 was
established in the Punjab province of Pakistan, which has over 100 million
human beings. Its undertaking changed into a socially responsible, healthy,
resilient, and safer community by organizing a powerful device to prepare for
an emergency, its reaction, protection, and prevention. The system is supported
by government funding and provides a quality service.
PRE-HOSPITAL EMERGENCY CARE IN LOW- AND
MIDDLE-INCOME COUNTRIES:
In developing countries vertical, disease-focused interventions
have traditionally been the focus of healthcare investments.
Emergency care and pre-hospital care are neglected in
many developing countries, especially Pakistan. Emergency services
assume greater importance where access block due to a variety of factors, such
as lack of health insurance, leads to poor availability of preventive and
routine healthcare.7 Healthcare needs, resources, and cultural context in
developing countries are likely to impact the scope, structure, function, and
modes of financing of emergency services. But the mode of services is provided
in Pakistan by Rescue 1122. It’s a great change in the field of health sectors,
especially those citizens who don’t afford their vehicles.
WHEN
DID RESCUE 1122 START?
Rescue 1122 was initially launched as an ambulance
service from Lahore in 2004 by Dr. Rizwan Naseer, an orthopedic surgeon by profession,
Pakistan’s premier medical emergency services. Successively, the service was
not only extended to all 36 districts of Punjab but also crossed the provincial
boundaries. prior to 2004, there was no coordinated emergency clinical
device in Pakistan. Rescue 1122 become established in that 12 months as a
professional pre-health facility emergency provider.
In 2004, Rescue 1122 started out operations as an ambulance
provider in Lahore. The carrier turned into sooner or later improved not simply
to all thirty-six districts of the Province of Punjab, but also across
provincial lines. It has now advanced into complete emergency care and safety
advertising device that provides ambulance, catastrophe emergency reaction
groups, fireplace, rescue, water rescue, and a more secure network application
to over eighty million people. The initial
effort of Sir Naseer was focused on reviving the functions of the CDA, which
led to the emergency preparedness and disaster management program of the
government of Punjab. This was followed by the National emergency reforms formulated
in 2001-02 which had the support of the United Nations Development Program (UNDP)
and the ministry of interior. However, the ten years struggle did not go waste
but it proved helpful after that doctor Naseer with the help of that time Governor
of Punjab Pervaiz Elahi, approved the Punjab Emergency and Ambulance Service
Pilot Project.
The main imitative
of courses was to tell and provide a platform for awareness about the emergency
services provided to the citizens in case of any emergency.

The
four-month-long rescue course involves training emergency paramedics to administer
Pre-hospital emergency care to victims of medical emergencies, accidents, and disasters.
· The academy was established at a cost of PKR 981 million. To date, more than 7,000 rescuers have been trained and the average cost per trainee of PKR 19,902 is likely to go down as the program is scaled up (PEF).
TYPES OF EMERGENCY SERVICES PROVIDED BY
RESCUE 1122:
Main 4 types
services provided by the rescue 1122.
RESCUE SERVICES:
It is established after the earth quack 2005. The main
functions include:

Urban search and rescue in collapsed structures.
And rescue from defined and deep spaces also includes animal and water rescue
as well.
FREE SERVICES:
·
Established on a pilot basis in Lahore in
June 2007 and it was established with the help of Strathclyde Fire and Rescue
Service of Scotland, which trained the first batch of officers.
Community Safety:
·
Fire safety prevention, Road Safety,
Community emergency response team, safety education, Emergency training of citizens,
collaboration with the chamber of commerce and industries, and Community action
of disaster response.
Ambulance Services:
·
97 percent of calls are related to the
ambulance service. An average response time is seven minutes and the main beneficiaries
of this service are the victims of road traffic accidents.
WHAT’S OUR INITIATIVE?
Pakistan is among those countries where Disasters and emergencies often take place due to their geographical location. For mitigation and quick response along with Edhi and other Emergency response services, rescue 1122 is the most effective and leading health emergency service.
RESCUE 1122 Is contributing towards building socially
responsible, healthy, resilient, and safer communities. Rescue 1122 has rescued
millions of emergency victims through its Emergency Ambulance, Rescue &
Fire services, and Community Emergency Response Teams.
As a citizen of this country, we have some responsibility
to help and As a Student of Public Sector Reforms, we took initiative regarding providing
facilities to the citizens. Our initiative is to work on Rescue 1122 because we
want to spread awareness to the university students in case of any emergency about
how to avail the services of Rescue 1122 and about courses which are provided
to the people. Because in Pakistan as a developing country we have lack of
resources so our purpose within these resources how we provide better
facilities to the society like in case of Heart attack, pregnant women and in
case of accidents how we have to provide the first Aid.
What we will do?

We will visit the rescue 1122 department
and will take interviews from upper to middle staff about challenges and human
power. And we will ask How its important to provide awareness and sensitize citizens
especially youth about first aid after the accident and in case of any emergency
because the rescue response time is 7 minutes so within these 7 minutes what’s
our responsibility.

Sensitize students about CADRE course (Community
action for disaster response).
HOW WE WILL DO?
·
Meeting with Rescue team members.
·
Maximum
2 days’ Workshop Rescue team with students.
·
Awareness Session on First Aid and how Important
it is.
